BlackRock Launches BRSRV Tokenized Money Market Fund for Stablecoin Reserves

BlackRock has expanded its tokenized cash-management platform with the launch of the BlackRock Daily Reinvestment Stablecoin Reserve Vehicle, or BRSRV. The new government money market fund is designed for digitally native institutional investors and potential stablecoin reserve use. BRSRV combines a regulated fund structure with permissioned blockchain-based ownership records, while seeking current income consistent with liquidity and principal stability.

The launch accompanied a new OnChain share class for the existing BlackRock Select Treasury Based Liquidity Fund, known as BSTBL. The two products use different tokenization arrangements: Securitize serves as BRSRV’s transfer agent and tokenization provider, while BNY performs those roles for BSTBL’s Ethereum-based shares. BlackRock said both products are intended to broaden institutional access to money market strategies through digital infrastructure.

BRSRV Targets Stablecoin Reserve Management

BRSRV invests exclusively in cash, U.S. Treasury obligations with maturities of 93 days or less, and overnight repurchase agreements secured by Treasuries. Its portfolio is structured to meet the asset-quality and liquidity profile expected of a government money market fund, with a weighted average maturity of no more than 60 days and weighted average life of no more than 120 days.

The fund declares dividends daily and generally reinvests them into additional OnChain shares unless an investor elects to receive cash. Its prospectus lists Ethereum, Tempo and Solana as supported networks, with the possibility of adding others. Ownership remains permissioned despite the use of public blockchains, requiring approved wallets and allowing the transfer agent to restrict, reject or freeze transfers when necessary.

BRSRV carries a general minimum initial investment of $3 million, although fund officers may reduce or waive that threshold. Securitize maintains the official shareholder record through blockchain entries linked to an off-chain identity register. The token represents shares in a regulated money market fund rather than a stablecoin, and the fund itself does not invest in cryptocurrencies or other digital assets.

GENIUS Act Positioning Comes With Regulatory Caveats

BlackRock intends BRSRV and BSTBL to qualify as eligible reserve assets for permitted U.S. payment stablecoin issuers under the GENIUS Act. That eligibility is an operating objective, not an unconditional regulatory guarantee. The prospectus notes that federal implementation standards remain unfinished and that future interpretations could alter which assets qualify or impose additional structural and operational requirements.

The launch positions BlackRock to compete more directly for institutional cash and stablecoin reserve mandates. Its Cash Management Group oversees nearly $1.073 trillion, while U.S. money market fund assets have exceeded $8.4 trillion. The scale gives the initiative institutional weight, but adoption will depend on actual assets, issuer participation and operational use, none of which BlackRock quantified at launch.

BRSRV also carries conventional money market and blockchain-specific risks. BlackRock warns that the fund may fail to maintain a $1 net asset value and is neither FDIC-insured nor guaranteed by a bank or government agency. The product extends tokenization into reserve management without removing investment, regulatory or technical risk, making execution and stablecoin-issuer uptake the key measures of its significance.
