TRON has brought Committee Proposal No. 108 to its scheduled voting deadline, with the measure seeking to activate a new optimization for smart contract storage handling inside the TRON Virtual Machine. According to the official TIP discussion, the proposal sets network parameter #102, ALLOW_OPTIMIZE_TVM_STORAGE_KEY, to enabled, allowing code already shipped with java-tron to change how selected storage operations are handled.
The proposal was created on October 30 with an expected effective time of November 2 at 20:00 SGT, or 12:00 UTC. That scheduled deadline has now passed, but a final result was not yet visible in the official GitHub discussion or indexed TRON DAO materials reviewed for this update. The optimization should therefore not be described as active on mainnet until the governance result and resulting network parameter state are confirmed onchain.
Parameter 102 Gates Changes Already Shipped in Empedocles
The underlying software arrived earlier. TRON released GreatVoyage-v4.8.2.4, codenamed Empedocles, on October 22 and classified it as a mandatory upgrade. Its release notes describe improvements to execution consistency in rare cases and optimizations to smart contract storage and metadata handling. Proposal 108 does not distribute that software; it determines whether the network activates a specific feature already supported by upgraded nodes.
The associated java-tron implementation provides additional detail. The release changes include gated handling for write-only storage migration and special-case reductions in metadata writes associated with EXTCODEHASH. Unit tests cover storage access and contract metadata behavior. The objective is reliability and execution consistency in edge cases rather than a new user-facing smart contract feature, fee reduction or change to TRX economics.
TRON DAO instructed node operators to move to v4.8.2.4 ahead of the vote, with the TIP specifically emphasizing block-producing Super Representatives. That follows an earlier sequence of targeted releases, including Anaxagoras, which optimized storage access and other execution paths. Keeping block producers on software that recognizes parameter #102 is necessary for consistent execution if governance enables the feature.
Governance Separates Software Release From Activation
TRON governance settles proposals only when their voting window expires. The network counts approvals from the 27 active Super Representatives at that point, with at least 18 required for approval. If the threshold is met, the parameter change applies to subsequent blocks; otherwise the proposal becomes disapproved. Crossing the voting threshold and actually activating a protocol parameter are therefore governance events distinct from publishing or installing the node software.
The storage work forms part of a broader infrastructure cycle on TRON. OpenZeppelin recently brought additional smart contract tooling to the TVM, while separate post-quantum signature work remains staged between test infrastructure and future mainnet governance. Those developments target different layers and should not be treated as parts of Proposal 108.
The technical change also lands on a network processing substantial production activity. TRON reported more than $2.2 trillion in stablecoin settlement during Q3, making execution consistency consequential for applications that already operate at scale. Proposal 108 is best understood as protocol maintenance beneath that activity, with its material milestone being confirmed parameter activation rather than the vote announcement itself.
